The scene depicts a couple forest fairies relaxing on mushrooms and hanging out with some frogs. My narrative for the reasoning of the frogs wearing the hats is because the fairies make them and place them on the frogs for fun. The frogs are not bothered. I often paint meticulous nature scenes with otherworldly twists to soothe away life's worries.
